I. LESCO (Lahore Electric Supply Company), invites sealed bids from eligible firms licensed by the Pakistan Engineering Council in the relevant category for Survey, design, manufacture, procurement, supply, laying, repair, installation, testing & commissioning of 132 kV U/G cable 800 mm sq. for PWR-Sunny View circuit unde • own resources.

Sing e stage one/single envelop bidding procedure will be adopted for the procurement of above items. Each shall comprise one single envelope containing, separately, financial proposal and technical proposal. All bids received shall be opened and evaluated in the manner prescribed in the bidding document.
3. Eligible firms should be licensed by the Pakistan Engineering Council (PEC) in the relevant category or above for design, manufacture, procurement, supply, survey, laying, installation, testing & commissioning of 132 kV cable termination/interconnection works and shall not be blacklisted by any organization national/worldwide on and after 14-08-2019.
4. A foreign bidder is entitled to bid only in a joint venture with a Pakistani constructor in accordance with the provision of PEC by-laws. However, the foreign bidder shall obtain an appropriate license from Pakistan Engineering Council before initiating any activity which is a subject of PEC by-laws.
5. Bidding documents, containing detailed terms and conditions, method of procurement, procedure of submission of bids, bid security, bid validity, opening of bid, evaluation criteria, clarification / rejection of bids, performance guarantee etc. are available for the interested bidders at the office of Chief Engineer Development (PMU) LESCO 132-KV Qartaba Grid Station Mozang Lahore. Price of the bidding documents is Rs.10,000 (non-refundable).
6. All bids must be accompanied by a Bid Security in the amount of at least 2% of the bid price or an equivalent amount in a freely convertible currency in the form of bank guarantee on bid security form or in the form of deposit at call or from a foreign bank duly counter guaranteed by a schedule bank of Pakistan having credit rating of “AA” and above i.e. ABL, NBP,Bank Al-Habib, UBL, MCB, HBL, Askari Bank, Bank Al-Falah, BoP, Faysal Banl and Meezan Bank only in favor of Chief Engineer (Development) LESCO.
7. Tender document(s) will not be issued to those firms/bidders/suppliers/contractors/one or both JV partners, who have defaulted/did not supplied material against any contract agreement/purchase order in WAPDA/NTDC/DISCOs or firms/bidders/suppliers/contractors/one or both JV partners whose bid guarantee(s)/performance guarantee(s) is forfeited by WAPDA/NTDC/DISCOs against any Letter of Intent/Notification of award/Purchase Order/Contract Agreement.
